Gender mainstreaming på polska? Om normspridningsprocesser i EU

By the same time as the recent enlargement of the European Union, where Poland became a member, it was officially stated that the Gender mainstreaming-policy was to be integrated into every area of EU. NGO:s working as entrepreneurs for the Gender mainstreaming norm in Poland supported the accession largely because they believed it would help spreading the norm also on a national level. Qualitatively analyzing the Polish case and the difficulties Gender mainstreaming as a norm candidate meets with I contrast expectations with what could actually be EU:s role in this matter.Arguing that EU is a context with room for spreading norms by both bargaining and socialization, this paper takes a social constructivist approach. Gender mainstreaming has been an internationally dominant policy since the mid 1990?s. In 2004, the Swedish government decided to implement Gender mainstreaming within the Government Offices of Sweden. However, little research seems to have focused on the reasons for an organization's decision to implement Gender mainstreaming. Consequently, the purpose of this study is to answer the question why the Government Offices of Sweden have decided to use Gender mainstreaming.

Gender Mainstreaming - Kioskvältare eller dagslända?

The European Union's work on equal opportunities for women and men can be described historically in three eras; equal treatment, positive action and, most recently, the gender perspective. In accordance with the latter, Gender mainstreaming is the latest method in dealing with these issues. Its aim is the implementation of the gender perspective in all policy processes and to challenge the male norm that permeates all decision making. EU:s work on equal opportunities, though, persists not only of Gender mainstreaming but has a double approach also including special actions.This thesis bases its argumentation on discourse analysis of communications from the Commission regarding employment and social affairs. It argues that the two components of the double approach; Gender mainstreaming and special actions, are incompatible and even becomes contra productive put together.

Policyöverföring av gender mainstreaming -Sverige ett föredöme och en exportör?

Gender mainstreaming kan sägas vara en central del av dagens jämställdhetsarbete, i Sverige och utomlands. Strategin som fick sitt definitiva genombrott i och med FN:s fjärde kvinnokonferens 1995 har på kort tid anammats av otaliga länder och organisationer. Strategin kan ur ett feministiskt synsätt anses vara radikal då den grundläggande tanken är att en (re)organisering, förbättring, utveckling och utvärdering av policyprocesser skall ske, så att jämställdhetsperspektivet är inkorporerat i alla policys på alla nivåer och i alla steg, av de aktörer som normalt är involverade i policyskapande. I det här arbetet belyses den process genom vilken spridningen av Gender mainstreaming har skett. Likaså behandlas Sveriges roll i policyöverföringen av Gender mainstreaming.

Ur chefens synvinkel : - om ett jämställdhetsprojekt i Kalmar kommun

Kalmar Municipality has in 2008-2010 made an effort to educate managers on gender, with the goal of mainstreaming gender into public activities so that all citizens should feel safe in that treatment and services are designed and resources are distributed equally to both sexes living conditions and needs. The overall aim of this study was to examine whether the training effort has paid off, and how Gender mainstreaming has been implemented in the different activities. We have used a qualitative approach, which we examined through interviews managers' approach to gender equality.Gender was generally described as an important issue of all respondents, and all were working to mainstream gender into their activities and workplaces. The results show that the operational and management needed clearer directives and strategies in their efforts to promote gender equality. Education was necessary because personal definition of gender may differ from the control contents of the documents.

The main strategy of gender equality policies has since the 1990s been Gender mainstreaming. Many government inquiries show how much the Swedish government, provincial governments and municipalities are working with Gender mainstreaming. The purpose of this paper is to investigative how the municipalities within the county of Stockholm handle Gender mainstreaming demands in relation to other demands that the municipalities face. This is in order to closer investigate the hidden factors that create barriers to Gender mainstreaming efforts. Given the study's purpose and the formulation of research question, qualitative method is the most suitable method to fulfill the purpose.

Implementeringen av jämställdhetsintegrering i EU - En studie om problem i implementeringen av strategin och förutsättningar för ett effektivt genomförande med fokus på perspektiven top-down, bottom-up och genus

This essay focuses on the implementation of the strategy Gender mainstreaming in the European Union and the member states. It starts to identify problems connected to the implementation process and recognizes significant prerequisites for an efficient implementation of the strategy. The main problems and prerequisites are: political will, governance and structure and knowledge about gender equality. The empirical material consists of reports from the EU that touches upon Gender mainstreaming and gender equality. The problems and prerequisites will be analysed in relation to the governance perspectives top-down and bottom-up and expert bureaucratic and participative democratic and gender and feminism.

This thesis aims to describe the differences and similarities between a male dominated sector and a female dominated sector based on Gender mainstreaming documentation as well as through interviews with people working within the sectors. The sectors that were chosen in this study were the fire department and the nursing and care administration of Växjö municipality. Both of the administrations? genders mainstreaming documents were subjected to content analysis in order to describe differences and similarities between the administrations. The analysis found that there were differences in approaches between the administrations were the nursing and care administration had aims of achieving a specified amount of men working within the administration, which the fire department didn?t have.

Gender equality is a political issue that has gained a lot of support in the last decades. Researchers have however pointed out that gender equality has a wide variety of understandings.SKL (Sveriges kommuner och landsting) is an organization that looks after the interests of local authorities and county councils in Sweden. SKL has by the government been granted 145 million Swedish crowns to support Gender mainstreaming at a local level. During a period of three years, 2008-2010, funding has been given to 89 projects for this purpose.The aim of this study is to examine what meanings are given to the term ?gender equality? in these projects.

"Action speaks louder than words" EU, jämställdhet och EPA-förhandlingarna

Officially, the EU gender policy since 2000 has been guided by the strategy of Gender mainstreaming. This strategy aims to promote gender equality and is informed by a feminist ontology which stipulates that women are structurally subordinated.In this essay, I examine whether the European Commission has adequately adhered to this gender policy in its free trade negotiations with the ACP (African, Caribbean, and Pacific) countries as part of the Cotonou Agreement. As a result of my text analysis of documents related to the negotiations, opinion pieces by interested actors and policy papers of the EU, I find that the Commission does not act in accordance to its stated gender policy.To explain this discrepancy between policy intent and actions, I employ postliberal feminist theory and Robert Putnam's Two-Level Game Theory Model. By analyzing statistics and published research, I explore how gender issues are being represented politically on a domestic and international level.My findings show that a key cause of this discrepancy lies in the low levels of female participation in the political institutions of the EU and ACP; a lack of participation that is especially pronounced in the area of international economics. In explaining the constraints on female participation and the prospects of full implementation of the EU's gender policy in the international political economy, I emphasize the role of culturally and historically gendered institutions..

Försvarsmaktens arbete mot en jämnare könsfördelning bland officerare

The number of female officers employed in the Armed Forces is low. Of the total proportion officers, female stand for 4.8 %. The Armed Forces are currently working actively to level out the distribution. This paper is intended to create a better understanding of the slow increase in female officers in the Swedish Armed Forces. The study is qualitative and the results from the data collection have been based partly on a text analysis, partly on a theme-based group interview in which three themes have been discussed.

Sverige, Eu och Jämställdheten : En studie av europeisering

This study is set out to examine if there is any kind of influence between the EU and Swedish gender policy. More specific the Swedish efforts within the gender policy area, especially in the area of social policy and employment, during the Swedish presidency in the Council of Ministers 2001. And also to examine the impact of Europeanization in Swedish gender policy. We have decided to delimit our study to care of elderly and children when it comes to the area of social policy. We are using a descriptive, examining qualitative method.
